The New Aged Care Act (Nov 2025): The entire legal framework for aged care has changed to a “rights-based” system. This means higher standards of care are legally required, forcing employers to hire more staff to meet mandatory “care minutes” per resident.

Skills in Demand Visa (Replaced the 482): The old “TSS 482” visa is effectively gone. It has been replaced by the Skills in Demand (SID) visa, which has three tiers.

Support at Home Program: This replaced the old “Home Care Packages.” There is a massive surge in demand for workers willing to visit elderly people in their own homes, rather than just working in nursing homes.

2. Which Pathway Are You? (The Critical Split)

The visa rules in 2026 are completely different depending on your job title. You fit into one of two boxes:

Visa: Skills in Demand – Core Skills Stream.

Pathway B: Lower Income (Carers, PCAs, Support Workers)

The Problem: Most carers earn ~$55,000–$65,000, which is below the threshold for the standard visa.

The Solution: You must find an employer with an “Aged Care Industry Labour Agreement.”

Why it’s a Golden Ticket: This agreement allows employers to bypass the salary threshold and sponsor you on a lower wage. Most importantly, it offers a 2-year pathway to Permanent Residency (PR).

3. The “Golden Ticket”: Aged Care Industry Labour Agreement

If you are a Personal Care Assistant or Nursing Support Worker, this is the only section that matters to you.

The Australian Government signed a special deal with unions to allow aged care providers to sponsor overseas workers who don’t meet the normal salary rules.

The Benefits:

Fast PR: You can apply for Permanent Residency (Subclass 186) after just 2 years of full-time work (previously it was often impossible for carers).

No Age Limit: You can be sponsored for the 482/SID visa at any age (though PR usually has a cap of 45, specifically under this agreement, concessions may apply—check carefully).

Lower English Score: You generally only need an IELTS 5.0 (or equivalent), lower than the standard requirement.

Critical Requirement: Not every employer can do this. The employer must have signed a Memorandum of Understanding (MoU) with the union. You cannot just apply to any nursing home; you must apply to one that holds this specific Labour Agreement.
